This document briefly describes the steps that are taken subsequently by the LB during the "Initial Consideration" phase of the OCP (other phases will follow later). The process is initiated by an RM (Request for Modification) that is submitted to the LB via SourceForge [1]. The following steps are taken then.

Action 1, Judge and classify the RM

Description

Judge and classify the RM. The classification can be either:

Not well-defined
This means that the RM cannot be processed by the LB since either it is incomplete (does not contain all the necessary elements that constitute an RM), or is ambiguous. The RM is returned to the originator.
Fundamental
This means that the RM may have a significant impact on the semantics of the language, and therefore cannot be decided upon in a responsible manner without the presence of adequate language documentation as a point of reference.
Advanceable
This means that the RM can be decided upon, even in the absence of documentation on the language semantics.
Out of Scope
This means that the RM is not considered to be relevant to the language definition. RMs in this category get bounced back.

A judgement can be initial thoughts on the RM at hand, a firm opinion, or a "not in my scope/not my field of expertise".

Responsible/who: All LB members
Channel: E-mail
Time constraints: Within five (5) working days
Remarks: If the RM is classified as "Fundamental" or "Out of Scope" then the process ends. If the RM is classified as "Fundamental" then it

is returned to the Originator with the request to resubmit the proposal when the language definition is ready.

Action 2, Appointment of a "RM owner"

Description

One of the LB member is appointed as the "RM owner", responsible for progress and convergence of the discussion on the RM. Typically this would also be the Originator of the RM, if this person is also an LB member.

Channel: E-mail
Time constraints: As soon as possible after step 1.

Action 3, Decide if advice from external experts is needed

Description

Decide if advice from external experts is needed, and ask for this advise if this is the case.

Responsible/who: Convener
Channel: E-mail
Time constraints: As soon as possible after step 1.

Action 4, Discussion

Description

Discussion on the RM.

Responsible/who: LB members, guided by the RM owner, possibly involving external experts.
Channel: E-mail, or NM at critical points in the discussion, or if the RM is very controversial.
Time constraints: Six (6) weeks.

Action 5, Reach decision on the RM

Description

Reach decision on the RM

Responsible/who: All LB members
Channel: NM
Time constraints: If no agreement on a decision can be reached then the LB's

convener decides whether to refer it back to the proposer, community or experts, or accept a majority view.

Action 6, Move RM to "Discussion" phase of the OCP

Description

Move RM to "Discussion" phase of the OCP.

Responsible/who: Secretary
Channel: SourceForge
Time constraints: Directly after decision has been reached.
Remarks: The RM is only moved to the “Discussion” phase if it has not been rejected by the LB.
